Can a non-technical person without a bachelor's degree can do this job? My brother is looking for an online SAP training. I wanted to know if he will be able to keep the job. I suggested him to go for QA/BA since he is not very technical.

My best advice, since you have bachelors degree find another job because jobs in sap are very few and need at least 10 yrs of experience for consultant , full time need at least 3 years of experience but detail job background check which is not possible with 1 month training experience.
