-There is a bus with 7 Girls
-Each girl carries 7 bags
-Inside each bag there are 7 cats
-Every cat has 7 kittens
-All cats have 4 legs each

RBaral (latest posting below) is right, that it is question probably designed like:
Two ants were riding motorbike, and their motorbike hit a tree. What happend to ant?
Answer: Nothing, because ants had helmet.
Similarly, the girls had shoes and pants, cats were inside the bag, .... so no leg in the bus, bags, and shoes, panes contained legs .... The other answer someone wrote here is also one possible answer: Bus does not have leg, it has wheels. We can have multiple answer to this vague questions. It serves the purpose. Anything can be justified. It is a passtime stuff, in this winter break, right. Happy holidays.

Each cat has seven kittens, but not necessarily all kittens are with them in the bag!!.
For that reason, total number of leg in the bus, 7 Girls* 2 Legs/Girl + 7 Cats * 4 Legs/ Cat = 14+28 = 42 legs.

Please don't twist the question, it is a straight forward question. Please add all the legs including girls and kittens. Write just the answer only, no equation or explaination necessary.

girls =7*2 legs = 14 legs
7 girls* 7bag *7 cats=343 cats 343 * 4 legs =1372 legs
343 cats* 7 kittens = 2401 kittens 2401 * 4 legs = 9604 legs
Total legs = 14+1372+9604= 10990 legs in the bus

If its a mathematical problem, the answer should be 10,990. How? Lets just look into 1 girl and her bag for now. If we get the right answer from 1 girl, rest is simply multiplying by 7 for 7 girls. So, STEP1: Girl has 2 legs = 2; STEP2:Girl carries 7 bags with each bag containing 7 cats, so total cats she is carrying is 49. Since, each cats have 4 legs, so we have = (49*4); STEP 3: Now lets calculate the Kittens.Each cat has 7 kittens. However, as calculated in step 2, there are 49 cats. So, 49 *7 will give us 343 kittens, and since each kitten has 4 legs =343*4= 1372; STEP4: add them up = 2+(49*4)+(49*7*4) STEP5:Since there are 7 girls, final answer will be, 7*(2+(49*4)+(49*7*4)) = 10,990.

If this is not a trick question, the answer is 10990. Sorry, it's a middle school level question.
Breakdown:
A. Girls legs: 7 girls *2 legs/girl= 14 legs
B. Big cat legs: [7 girls * 7 bags/girl * 7 big cats/bag] * 4 legs/big cat = 1372 legs
C. Small cat legs: [7 girls * 7 bags/girl * 7 big cats/bag * 7 small cats/ big cat] * 4 legs/small cat = 9604 legs
Total of A, B and C is 10, 990 legs.
