 F2 to F-1 visa

Namaste,

I am currently on F2 visa ( expire on 2011) and now i need F-1 visa for college admission  for this Fall.. I have 2 choices of getting my visa change to F1.
1. I can get my visa status change here in USA and continue on F1, but in this case whenever I go back to Nepal, I will have to stamp my F1 again in embassy, and that might create some problems (?).
2. I can go back to Nepal and apply for F1 from there, stamp it in Nepal and re-enter USA on F1.

I have some questions now....
1. If I go back to Nepal and apply for F1, and In case, my F1 is rejected, Can I come back in USA on my F2....I mean does my F2 status still remain valid?

I would be really greatful if you answer my questions.
