Well now everybody seems to be rallying around the name "Ramraja Prasad Singh" as the 1st president of new Nepal. I dont know much about him except he was accounted for bombing some king's convoy in 2042. I think overwhelming support for his name is the result of our psychic-consciousness towards madesh and madeshi rights that have been embedded in our subconcious mind ever since the madesh movement. His nomination may lead the madesh aandolan from wilderness to a logical end, unthreatening to national sovereignty. But the risk of him being just another rubber-stamp, on the back-drop of his political inexperience and lack of broad-based political affiliation, can't be ruled out. Because he has no mass appeal, he is just single and he has no such political charisma could hinder his political decisions and actions to be taken at the time of national political crisis. No doubt his appointment will be a great milestone in making madeshi people feel inclusive towards the national process and helps in bringing them into the national main-stream making them feel less marginalised.  But he will be judged by how much he will try to bring disgruntled armed madeshi group into the negotiating table and how will he help bring the traitors ,who have burned the national flag in the past as a protest, into the court of justice.

Let's give him the benefit of doubt for now.....................

lol who is this guy now who wants to get a piece of meat.... for a president role.. the guy should be at least MA or PHD holder.. not some high school graduate who thinks running a country is like running chia pasal

At the 2005 Dhaka SAARC summit, King Gyanendra correctly reminded the civilised nations of their double standard in dealing with violence and Nepal’s Maoist insurgency. He also argued against bringing in Afghanistan (proposed by US and India) into the South Asian regional body because that country was occupied by external powers. Unable to stall Afghanistan’s entry, he sought to bring in China as an observer. The King failed to perceive geopolitics of the new millennium. By labeling Afghanistan as an occupied country he also contradicted himself. His questioning of Hamid Karzai’s credential, by default, would endorse the Taliban undermining his own logic of ‘fight against terrorism’. King Gyanendra, unpopular in Nepal, had opened a new front without wherewithal to deal with the consequences.

Subsequently, in TV interviews in Kathmandu Excellency James Moriarty advised the King to abdicate. Indian Ambassador Syam Sharan would dig old connections with the Indian communists as New Delhi’s South Block began choreographing events in Nepal to teach the "bastard" a lesson. A ‘political project’ would unfold, the king removed and Nepal would become a federal republic with the Maoists at the helm. Senior national security officials and intellectuals of India would publicly suggest that "The Maoists would be more sympathetic to India and benign rulers of Nepal than King Gyanendra". Following the April 2006 demonstration, the King relinquished his power to the parliament he reinstated which had been dissolved by the then elected Prime Minister.

Two years later in April 2008, Girija Prasad Koirala completed an election that would position the Maoists as the largest party, putting post-monarchy Nepal under their tutelage. By entering into a deal with the Maoists without their full-fledged disarmament and renunciation of violence, Koirala had already committed political harakiri. While this lacuna in Nepal’s peace process was perhaps in-built, the speech by comrades Prachand and Babu Ram in Kathmandu’s Shaheed Manch on 30th May, made the extent of that harakiri even clearer. Thundered the duo, the march to "New People’s Republic" of Nepal is on."

If this man become president, he will be a puppet of Mao thus naturally a puppet of India. He only claimed setting some bombs in kathmandu, nothing more. Even Baban Singh is better than him, he is a madeshi, he set off bombs in kathmandu, he won chosen by the people and he is not affiliated to any political party (in fact only one in CA who is not affiliated to any party).

Well, at least at one point in the past, when Ramraja Prasad Singh gave his candidacy for “snaatak” seat of Rastriya Panchayat with his anti-Panchayat manifesto, he was the most charismatic and the most inspiring leader in Nepal. My cousin who worships BP Koirala instead relates the story of the election saying that Ramraja Prasad Singh’s election manifesto was sold underground for Rs. 400 among both snaataks and sarvasadharan alike. The euphoria created by RRP Sing’s anti-Panchayat manifesto when King Mahendra himself was ruling Nepal was such a powerful one that my cousin who is a NC supporter was ecstatic to see what went then. Many others relate similar stories.

NS-jyu,

 

This whole business of search for a president (check mysansar.com http://www.mysansar.com/?p=2740 ) by non-Maoist enthusiasts brings the memory of the former King Gyanendra’s famous tender call for premiership. Then, it was king who wanted to rule arbitrarily disregarding norms and system. Now, it is Haruwa political parties and their partisans who are trying to re-interpret the popular mandate or are working towards inducing amnesia about the election and some innocents who are succumbing to these manuvres.

 

But, the fact be recalled, Maoist won the election. People voted for them and they voted for them with a purpose. And the purpose is that they wanted to see, now for one election term, how Maoist do things.

 

This was an extremely wise decision of Nepali voters (Maoist really needs to be tested !). Even if it was a foolish decision, we all must respect it. Because, this is people’s decision. And then it is only for one election term, baba, that too a very short one, of just two and half years.

 

And testing Maoists means giving them a fully free hand, yes fully free hand, to do things their way.

 

If you don’t give Maoist fully free hand to do things their way, you are just giving them an excuse if and when they have a bad report card at the end of their term.

 

So, for everyone’s true and long term good, it is very important for other parties to stay away from the Maoist government or at least not to appear trying to tie Maoist’s hands and feet.

 

The argument that Maoist does not have a simple majority is a lame excuse, for three reasons,

 

One, the minorities have no obligation to be in the government. What they have is a right which they can use by deciding to support the largest party.

 

Two, the margin with which Maoist is ahead of it’s runner up is so high, there is no point arguing about 'simple majority'.

 

Third, and the most important of all, this election was meant for Constituent Assembly and was aimed towards making as “hung” as possible. So what Maoist got is despite that tendency. In other words, had it been for electing the government (and no pressure for making it “hung”), Maoist would have secured much more votes. So we should assume that the actual votes for Maoist government is much more than the votes they got for Constituent Assembly.

 

These are my thoughts.

 

Finally, I think, if NC/UML joined the government anyhow, Maoist will have to do nothing at all to win the next election !

 काठमाडौं, March 17, 2008-महिलालाईसमेत राष्ट्रपति बनाउनुपर्ने प्रावधान संविधानमा अनिवार्य रुपले राख्नुपर्ने प्रस्तावसहित नव जनवादी मोर्चा नेपालले आफ्नो चुनावी घोषणा पत्र सार्वजनिक गरेको छ । पञ्‍चायती कालमा मृत्युदण्डको सजाय पाएका नवजनवादी मोर्चा नेपालका प्रथम गणतन्त्रवादी नेता रामराजाप्रसाद सिंहले प्रथम राष्ट्रपति यही देशको मूलवासी अर्थात आदिवासी हुनुपर्ने कुरामा जोड दिनुभएको छ ।

माओवादीले झैं कार्यकारी अधिकारसहितको राष्ट्रपतिको प्रावधान यो पार्टीलेपनि राखेको छ । यो अध्यक्षतात्मक प्रणालीको हुने बताइएको छ । राष्ट्रपतिको कार्यकाल पाँच वर्षको हुनुपर्ने धारणा सार्वजनिक गर्दै पार्टीले निर्वाचित राष्ट्रपति सोझै जनताप्रति उत्तरदायी हुनुपर्नेपनि बतँएको छ । राष्ट्रपतिको उम्मेदवार कम्तिमा ३५ वर्ष नाघेको हुनुपर्ने शर्तपनि यो पार्टीले राखेको छ । पार्टीले आफ्नो घोषणा पत्रमा प्रधानमन्त्री रहने व्यवस्था प्रस्तुत गरेको छैन ।

राष्ट्रपतिको व्यवस्था- भिन्न प्रस्ताव
राष्ट्रपतिका सम्बन्धमा अन्य पार्टी भन्दा बिल्कूलै भिन्न प्रस्ताव अघि सारेको छ । जस अनुसार राष्ट्रपति देशका तीन भौगोलिक क्षेत्र हिमाल पहाड र तराईबाट पालैपालो चुनिनेछन् । 'प्रथम निर्वाचित राष्ट्रपति हिमालबाट महिला भएको स्थितिमा दोश्रो राष्ट्रपति पहाडबाट पुरुष हुनेछन्' घोषणा पत्रमा भनिएको छ- 'समान रुपमा तेश्रो राष्ट्रपति मधेशबाट महिला हुनेछन् र चौंथो राष्ट्रपति हिमालबाट पुरुष हुनेछन् ।' राष्ट्रपतिको निर्वाचनमा दलित सहभागितामा पनि जोड दिइएको छ ।

महिला र पुरुषको यो क्रमचक्र हरेक ५-५ वर्षमा हुनुपर्ने बताउँदै घोषणा पत्रमा शक्तिशाली राष्ट्रपतिलाई तानाशाहीतन्त्र लागु गर्न वा मनपरी शासन चलाउनबाट रोक्न नियन्त्रण र सन्तुलनको व्यवस्था अधिन दुई सदनको व्यवस्था लागु हुने र उच्च सदन-सिनेटको अध्यक्षँता उपराष्ट्रपतिले गर्ने बताइएको छ । 'हाम्रो घोषणा पत्रले महिला र पुरुषलाई शासनसत्तामा बराबरीको हक अधिकार दिएको छ' गणतन्त्रवादी नेता सिंहले भन्नुभयो- 'बरावरीको अधिकार दिइयो भनेमात्र राष्ट्रपति पदको पनि मर्यादा रहन्छ ।'

उहाँले आफू र आफ्नो दल संविधान सभाबाट बन्ने संविधान कालजयी बन्नुपर्ने पक्षमा रहेको बताउनु भयो । उहाँले भन्नुभयो- 'जनताको भावना संविधानमा प्रतिबिम्बित हुनसक्यो भने अमेरिकामा झै्र नेपालको संविधानपनि कालजयी बन्नेछ ।' शासनसत्तामा महिला र पुरुषलाई समान अधिकार दिने गरी राष्ट्रपतिको व्यवस्था संविधानमा गरिएमा त्यो संसारकै उत्कृष्ट तथा मानवीय संविधान हुने दावीपनि उहाँले गर्नुभयो । गणतन्त्रवादी नेता सिंहले यो देशको प्रथम राष्ट्रपति यही देशको मूलवासी अर्थात आदिवासी हुनुपर्ने कुरामा जोड दिनुभयो ।

दुई महिना अघि यूएसनेपाल अनलाईनडटकमलाई दिनुभएको अन्तर्वार्तामा पनि गणतन्त्रवादी नेता सिंहले अहिले घोषणा पत्रमा उल्लेख गरिए अनुसार नै हिमाल पहाड र तराईबाट क्रमैसँग महिला र पुरुषलाई राष्ट्रपति बनाउनुपर्ने कुरा उल्लेख गर्नुभएको थियो ।

घोषणा पत्रमा निर्वाचित राष्ट्रपतिले आफ्नो मन्त्री मण्डलको चयन देशका प्रमुख बुद्धिजीवी, कानूनविद्, पर्यावरणविद, संस्कृतिविद्, साहित्यकार, इतिहासकार, मानवअधिकारकर्मी, नागरिक समाजका प्रतिनिधि, प्रबुद्ध पत्रकार एबं देशका गन्यमान्य व्यक्तिहरुबाट गर्ने प्रावधान राखिएको छ भने अन्तर्राष्ट्रिय सम्बन्धलाई प्रभावित गर्ने राष्ट्रपतिको कुनैपनि प्रस्ताव सहमति समझदारी वा सम्झौतालाई दुवै सदनको दुई तिहाईबाट अनुमोदन गर्नुपर्ने कुरा उल्लेख गरिएको छ ।

विद्यार्थीकालमा विसं २०१७ सालदेखि नै गणतन्त्रको आवाज बुलन्द गर्दै आउनुभएका गणतन्त्रवादी नेता सिंहले गणतन्त्र स्थापनार्थ २०४२ असारदेखि सशस्त्र संघर्षको सुरुवातपनि गर्नुभएको थियो । यसै प्रयोजनस्वरुप नारायणहिटी दरवार र राष्ट्रिय पाचायत भवनमा बम विस्फोट गरिएको थियो । त्यसबापत सिंहसहित जनवादी मोर्चाका चारजना नेता-कार्यकर्ता लाई पन्‍चायती सरकारले मृत्युदण्डको सजायपनि सुनाएको थियो ।

संघीय राज्य
नव जनवादी मोर्चालेपनि आफूलाई संघीय राज्यको पक्षमा उभ्याएको छ । उसले भनेको छ- 'संघीय राज्यहरुका सन्दर्भमा तीन वटै राज्यहरुका कार्यकारी प्रमुख गवर्नर हुनेछन् । जसलाई जनताले निर्वाचित गर्नेछन् । कुनै राज्यको गभर्नर महिला भएको अवस्थामा अर्को पालिको गभर्नर पुरुष हुनेछन् यो चक्र हरेक ५-५ वर्षमा बदलिइरहनेछ ।'

संघीय राज्यको संरचनाकालागि भाषिक ऐतिहासिक र जातीय आधारलाई आधार बनाइनुपर्ने कुरामा यो दलले जोड दिएको छ । इतिहासमा रहेका खसान, थरुहट, मगरात, तमुवान, तामाङ्गसालिङ्ग, खम्बुवान, लिम्बुवान, नेवाः, तराई-मधेश, लोवा भोट र कोचिला आदि हुनसक्ने कुरा घोषणा पत्रमा उल्लेख छ भने क्षेत्रीय आधार अन्तर्गत धार्मिक एबं सांस्कृतिक आधारमा अल्पसंख्यक समुदायहरुको प्रतिनिधित्वलाई समावेश गरिनुपर्ने कुरा उल्लेख गरिएको छ ।

केन्द्र र संघको शक्तिको निर्धारण बेग्लाबेग्लै हुनुपर्ने कुरामा जोड दिदै राज्यहरुलाई अधिकार सम्पन्न बनाउनुपर्ने कुरामा गणतन्त्रवादी नेता सिंहले जोड दिनुभएको छ । घोषणा पत्रमा भनिएको छ- 'रक्षा, मुद्रा र विदेशी मामिलासम्बन्धी विषयहरु केन्द्र सरकारको अधिकार मातहत रहने र राजनैतिक, आर्थिक, सांस्कृतिक आदि विषय स्थानीय सरकारको अधिन रहने गरी स्वतन्त्र एबं सार्वभौमसत्ता सम्पन्न स्वायत्त गणराज्य निर्माण गर्नु नव जनवादी मोर्चाको उद्देश्य हो ।'

यसैगरी न्यायपालिकाको स्वतन्त्रतालाई ग्यारेन्टी गर्दै प्रमुख न्यायाधिसको छनौट प्रकृया राष्ट्रपतिकै निर्वाचन प्रकृया अन्तर्गत गरिनुपर्ने कुरा घोषणा पत्रमा उल्लेख छ । कानूनको विधिसम्मत प्रकृयामा जोड दिदै कुनैपनि व्यक्ति व्यक्तिगत स्वतन्त्रता र सम्पत्तिबाट बन्‍चित हुन नहुने व्यवस्था संविधान सभाले निर्माण गर्नुपर्नेमा जोड दिइएको छ ।

यो पार्टीले सामाजिक सौहाद्र्धतामार्फत् संविधान सभा निर्वाचनमा भाग लिन आग्रह गरेको छ । संविधान सभा निर्वाचनमा हिमाल, पहाड र तराई तीनै क्षेत्रका जनता मिलेर संविधान निर्माण गरिएमा राजतन्त्रको सजिलै निर्मूल हुने बताएको छ । घोषणा पत्रमा भनिएको छ- 'यस्तो स्थितिमा हामीलाई राजतन्त्र निर्मूल पार्न गार्हो पर्नेछैन र हामी राष्ट्रपतीय शासन प्रणाली अपनाउन समर्थ हुनेछौं ।'

४ पृष्ट लामो घोषणा पत्र सटिक खालको छ । अन्य पार्टीले जस्तो यो पार्टीले विकास निर्माणको सपना बाँडेको छैन । संविधान सभा नयाँ संविधान निर्माण गरी राजनीतिक प्रणाली तय गर्ने प्रकृया भएको बताउँदै पार्टीले संविधान सभामा विकास निर्माणका मुद्धा उठाइनु नाजायज भएको बताएको छ ।

मोर्चाका अध्यक्ष रहनुभएका गणतन्त्रवादी नेता सिंहले गणतन्त्रकालागि गर्नुभएको लडाईंको दृष्टान्त प्रस्तुत गर्दै मोर्चाका महासचिव शंकरलाल श्रेष्ठले आफ्नो पार्टीका लागि गणतन्त्र पुरानै कुरा भएको बताए । गणतन्त्रमा नयाँ कुरा समावेश हुनुपर्ने बताउँदै उहाँले मुलुक गणतन्त्रको संघारमा रहेकाले महिला र हिमाल-पहाड-तराईलाई समान अधिकारसहितको गणतन्त्रलाई पार्टीले प्रमुख प्राथमिकता दिएको उनको स्पष्टोक्ति थियो । उनले भने- 'हाम्रो पार्टीका अध्यक्षज्यूको सपना नै गणतन्त्र भएकाले यो घोषणा पत्र उहाँले नै ड्राफ्‍ट गर्नुभएको हो । घोषणा पत्रमा नेपालका प्रथम गणतन्त्रवादी नेताको कस्तो गणतन्त्रको सपना देख्नुभएको छ त्यो कुरा उल्लेख छ ।'

Long time back in the thread started by Chana bro, I told that this election is just made to decide a power saring with a consensus. If the erstwhile assembly was to do the election for constitutional assembly, then this assembly is to make constitution and to do the real election for the next 4 or 5 yr term government, where I expect to have major changes for long term policies. So to expect any political parties to back off at this major junction where it has long term implification on them, their seat in parliament and their political power, is a politically callow statement. It does allude the hangover of some kind of trashy one party communist doctrine of maoist enthusiast.
(my concern was with ur one party govrn formation, rest i agree with u).
