Nepal king continues to block new constitution

Kathmandu, Dec 10 (IANS) Though stripped of his power and privileges by the new government, Nepal's King Gyanendra nonetheless continues to cast a long shadow on future developments, with the issue of monarchy holding up agreement on a new constitution and causing a rift between political parties and Maoist guerrillas.

A new constitution that would pave the way for a historic election next year when Nepalis would vote whether to keep the king or axe his crown for a republic has missed several deadlines as the government and the guerrillas can't reach an agreement on the fate of the monarch till the polls.

After several rounds of negotiations, both sides finally agreed to keep monarchy suspended in the new constitution. Now they have locked horns over who is going to be the head of state in the new interim government that will be formed once the new constitution is implemented.

For nearly a week, second-rung leaders of the coalition government and the Maoists held intense negotiations in the capital, expecting to reach a conclusion Saturday.

However, even after nearly 10 hours of consultations, they failed and decided to refer the bone of contention to their top leadership.

According to rebel leader Baburam Bhattarai, who led the Maoists delegation, the disputed issues are: who would head the state till the constituent assembly election scheduled by June 2007, the electoral system, some fundamental rights, and the army.

The Maoists have been pressing for the head of government or speaker in parliament to be regarded as head of state while the government opposes it. The government stand mainly stems from Prime Minister Girija Prasad Koirala's Nepali Congress, the largest party in the alliance which favours retaining a ceremonial king without administrative powers as head of state.

Though the new constitution was drafted by a team of legal experts in August and was to be implemented last month, the deadline has slipped past mainly over the dispute over the position of the king.

Maoist chief Prachanda has been accusing the parties of trying to derail the key election next year and trying to protect the king. Recently, he has also been expressing doubts whether the poll would be held in time.

Now Koirala and top leaders of the remaining six parties in the alliance as well as Prachanda would begin fresh negotiations to finalise the new constitution.

Dear Sayami, how can a weakened king can block a constitution prepared by those powerful political parties? Please don't blame others for your failures.

I don't quite understand it myself. How's the king blocking the constituent assembly?

don't you understand englishaa - the article is not implying that the king is directly blocking anything. It's saying that he still continues to be a thorny issue even after he's been stripped off his powers.

well, the topic put me off... it says "nepal king continues..." implying a direct action by the King. I was expecting some sort of action by the king which never came.

That's why you should never go by the headlines man. They're only there to attract your attention.

It is definitely an issue for the head of the state. May be some would argue India's president aswell. I have seen enough of them- sadly nepal is wrecked !
